Allow user to select between app scoped storage or public storage.

Would be a nice to have to allow the app to create structured dir paths based on info on the post rating, user, maybe submission folder(though that may be odd whene its in a few).

New rules for the play store ask that apps use their own private dir so guess this will be a not needed issue. Will post back once i verify
