Windows PowerShell (Admin) ReadLine issue on first Keystroke

I get this error on first keystroke to Windows PowerShell (only when run in Start Menu > Windows PowerShell > Run as administrator:

Steps to reproduce

Any first keystroke throws the exception and causes error, but you can run commands after in the same failed ps readline. Only happens on the first key.

Expected behavior

Should not throw exception.

Actual behavior

Throws exception upon typing.
