Use release version without the `v` prefix

Currently the release tags/versions are prefixed with v.
For eg: v0.1.2

Instead I think we should stick to just the semantic versionioning without the v prefix

there may be a better way, this was just the fastest and easiest to start with. Claude code recommended this.

How about doing the regex against the semver syntax itself?

      - '[0-9]+.[0-9]+.[0-9]+'      # 1.2.3
      - '[0-9]+.[0-9]+.[0-9]+-*'   # optional: 1.2.3-rc1, 1.2.3-alpha, etc
