[Web] Lagging Composer during bad network conditions

Describe the bug

Very low bandwidth network causes the message composer input to be laggy on web.

Reproduction

Simulate 750kbps connection with devtools.
Hold a key to continously type; Composer will register input only intermittently.

Expected behavior

No response
