[C++] Use `JsonWriter` consistently in `LogicalType::ToJSON()`

Describe the enhancement requested

LogicalType::ToJSON() currently mixes manual JSON string construction with ::arrow::json::JsonWriter.

Refactor it to use JsonWriter for building the entire JSON object to improve consistency and maintainability.
