Subject: [PATCH] Bump version to 0.4.0

A minor bump rather than 0.3.5, because this release changes behavior
consumers will notice:

  - `validate` is stricter: it now reports `.codeowner` files that name an
    unregistered team (#116), so a repo that passes today can fail.
  - `for-file` honors `metadata.owner` in Ruby `package.yml`, and stops at a
    package whose `package.yml` is conflicting or malformed instead of falling
    through to an enclosing one (#131).
  - `validate` and `generate` consider new, untracked team files (#113).

It also carries the RUSTSEC fixes in #119.
