update Cargo.toml to upgrade from 1.83 to 1.86, and from edition 2021 to edition 2024.
this will allow us to upgrade to criterion 0.8 and have a more modern API
it's a three minor increment = 18 weeks ~= 4.5 months
but MSRV 1.83 was introduced in November 2025, that was 10 months ago. it is thus reasonable to increase it to 1.86 now and update the edition
we would have added ~5.5 months of coverage since November 2025
note: there are going to be compile errors when switching
