fix(lh-114358): publish the interactive customer CLI - #25

Expose the customer-facing interactive menu as a public PyPI entry point while keeping repository maintenance workflows in the development-only sccfm-devkit command. Reuse the installed CLI command tree for profile management and safe in-process command execution. Update package verification, release checks, documentation, and the paired collection changelog for the 0.39.2 patch release.

The PyPI package now exposes the documented customer-facing interactive menu alongside
sccfm-cli, while repository maintenance workflows remain available only from a source checkout throughsccfm-devkit.The menu provides profile configuration, profile management, and safe interactive CLI command execution with secret masking and explicit confirmation before execution. Fresh wheel, source distribution, and collection rehearsals passed.
