Fix manual release promotion by granting draft access only to the validation job and passing the verified bundle to read-only PyPI and Galaxy jobs through an immutable workflow artifact. Preserve manifest verification in every publication stage and prepare the next Ansible changelog entry for release rehearsal.

Description
Manual deployment could not read the prepared draft release, so publication stopped before PyPI or Galaxy. Draft access is now isolated to validation, which verifies and hands off the exact bundle to read-only registry jobs while preserving the existing manifest and retry protections. Release rehearsal metadata is prepared for the next patch version.
