Exact-head documentation update for ab8b190. Refreshed the living gap baseline from the live REST PR inventory on 2026-08-21 (62 open PRs, including #954 and current exact heads) and added the ADR index required by the repository documentation contract. The baseline continues to distinguish observed evidence from inferred claims and records the Figma file IDs, single-tenant GA boundary, ecosystem ownership, research/standards traceability, and release gates.
