In my opinion the reviewer has a point here. Unless networking is done as a volunteer effort outside of working hours, there will need to be some kind of funding supporting that (in-kind contributions, cross-subsidization from other projects...). |

I think the important point here is "dedicated" funding. Very rarely, there is dedicated funding for networking activities in the academic system. However, that does not mean it is not happening. It does happen as part of the work of individuals within the limits of their academic freedom. The reviewer however seems to imply that there is no way it happens if it is not explicitly funded, which is just wrong. An interesting analogy, if one is needed for the answer, would be peer review IMO. |

Adds an answer to Reviewer 2's comment on Section 5.2.1 ("Initial measures"), which asks how institutions should pay for networking time if no dedicated funding exists.
