fix(address): avoid expected user ops account 404s

Summary

• probe user operations with the list endpoint before requesting account details
• avoid expected 404 responses for addresses without user operations
• preserve the account tag, tab, and operation count for indexed smart contract wallets
• add component regression coverage for addresses with and without user operations

Validation

• TypeScript typecheck
• ESLint and CSpell pre-commit checks
• Playwright component tests: 2 passed for user operations account detection
• Existing fetched bytecode test passed; the unrelated degradation snapshot differs under local Chrome Beta and remains covered by CI Chromium
