Feed Page: Display Available and Compliant

Created from the division of #141 into several sub-tickets.

We should display the feed's performance in the seal criteria of availability and compliance.

This page should:

• indicate the feed's performance with respect to availability and compliance based on the prototypes
• For each criteria, it should take into account the 5 states of the criteria: pass, fail, unknown, not applicable, not processed
• Should also include a data failed state if the endpoint getting the data fails

Note

• The Available criteria has it's own endpoint
• The Compliant data will come from the feed / dataset endpoint
