chore: enable React hook rules part 2 and fix validation hooks

Summary:

Resolves #164.
Enables React hook rules (rules-of-hooks, exhaustive-deps, immutability) in eslint config and resolves hook dependency warnings in validation report components.

Expected behavior:

No React hook lint errors or unstable dependency warnings during linting.

Testing tips:

1. Checkout feat/164-eslint-react-hooks-2.
2. Run yarn lint to confirm zero hook violations.
