chore: modernize eslint configuration with TypeScript 6 type-checked rules

Summary:

Resolves #153.
Modernizes ESLint configuration to enable type-checked linting rules for TypeScript 6 compatibility.

Expected behavior:

ESLint performs full project type checking without configuration errors.

Testing tips:

1. Checkout tech-debt/153-enable-eslint-rules.
2. Run yarn lint.
