feat: implement MobilityData Summit interactive rotating world globe animation

Summary:

Resolves #176.
Implements the MobilityData Summit interactive 3D world globe at /world-globe and /world-globe-summit, rotating and highlighting member countries, attendees, and transit feed statistics.

Expected behavior:

A full-screen, branded 3D rotating globe is accessible at /world-globe for projector displays.

Testing tips:

1. Checkout feat/176-summit-globe-animation.
2. Run yarn test.
3. Visit /world-globe on dev server.
