This PR migrates the fat Kotlin build.gradle to ForgeDevEnv, allowing for automatic publishing of Github and Curseforge releases on git tag. RFG has been updated to 1.4.9 to keep some margin on RFG archiving, while keeping Gradle 8 (for the Kotlin dependencies).
