canCreateDynamicEntityDefinition - and using the form CanCreateDynamicEntityRecord_ for CRUD operations . Remove distinction between system level and bank level dynamic entities because system uses bank_id = SYS. Plus associated changes in tests. For more consistent DE versioning
paths and roles. Collapsing System and Bank level roles with bank_id OR SYS. (lets paths, less roles)
