👷 ci(release): accept git-cliff linked headings in the eligibility gate - #35

git-cliff renders released sections as "## [X.Y.Z](compare-url) - date". The gate only matched "## [X.Y.Z]" followed by end-of-line or a space, so the linked form was rejected with "CHANGELOG.md has no section for X.Y.Z" even though the section exists (hit on the v0.1.1 gate run 35574462693). Add the linked form to the fixed-string match and a regression case.

The v0.1.1 release gate failed with "CHANGELOG.md has no section for 0.1.1" although the section is present: git-cliff writes
## [0.1.1](compare-url) - dateand the gate only accepted## [X.Y.Z]followed by end-of-line or a space. Adds the linked form to the fixed-string match plus a regression case in test-verify-eligibility.sh (fails without the fix).
