….json (#36204) Move always-on, host|CV, and host-only advertisement into ext.json (new host_extension rule) so ExtensionRegistry owns the gate; keep driver/profile helpers on thin policy classes. Co-authored-by: Cursor <cursoragent@cursor.com>
