Release
Promote the current dev integration lane as OpenAlice 0.90.1.
Both root and CLI manifests are 0.90.1. This is a stable patch release, not a prerelease.
Candidate verification
The pre-promotion Windows Harness cleanup race was fixed and verified in PR #1179.
