Summary
GET /user_management/usersto the WorkOS emulatoremailand organization-membership filters used by the real WorkOS SDKWhy
Consumers should be able to replace membership scans and per-user reads with WorkOS's tenant-scoped user lookup without creating a production-only path. This route lets their integration and end-to-end tests exercise the same indexed query shape.

After this change is released in
@executor-js/emulate, that consumer can use the indexed lookup against both WorkOS and the emulator.
