Summary
Add Apache Trusted Releases project metadata and release policy to
.asf.yaml: identify source archives, configure email vote and announcement recipients, require a 72-hour vote minimum, and preserve the version-based download layout. ASF infrastructure synchronizes this configuration from the default branch.Validation: the official ASF project schema and
git diff --checkpass. Live ATR synchronization remains to be verified after merging.Related to #303.
