Description of changes:
Add a "What's New" section that surfaces SDK release announcements as per-release pages, in the style of a product announcements feed.
Each announcement is its own page, listed reverse-chronologically on the section landing page and in the nav:
Adds the section to the nav in zensical.toml. All entries verified against the corresponding SDK release notes.
Checks: mdformat, codespell, example-ref check, and zensical build all pass.
