…markup Include //python/cc:py_extension in sphinx_stardocs in docs/BUILD.bazel and add missing bzl_library dependencies in python/private/cc/BUILD.bazel so that Stardoc API reference generation succeeds. Update docstrings to use VERSION_NEXT_FEATURE per CONTRIBUTING.md guidelines.
