PR bazel-contrib#4156 added win32 Python runtimes to the release/2.3 branch without a changelog entry. Add the v2.3.4 release section to CHANGELOG.md on main to keep the changelog synchronized with the 2.3.4 release. Work towards bazel-contrib#4173 Release-Tracking-Issue: bazel-contrib#4173
