Add repository CI workflow

Stacked on #2 (initial migration).

Adds a GitHub Actions workflow that bootstraps the Hermit-managed toolchain and runs the repository just ci target on pull requests, pushes to main, and manual dispatches.

Moves to using public packages so it can be built in CI.

Local verification passed formatting, Clippy, unit/e2e tests, Docker acceptance tests, release build, and smoke test.
