Motivation
The stylelint package is not used in the postcss-linaria package outside of development and does not need to be included in the published package. It's creating duplicate entries of the stylelint package on installs, especially as the version used by the postcss-linaria package is outdated.
Summary
Moves styelint to dev dependencies as it is only used in development.
Test plan
Standard test suite run.
