github/codeql-action/*updates so Dependabot bumpsinitandanalyzetogether.CodeQL requires every action step in a workflow to use the same version. Separate updates currently cause #62 and #63 to fail with a configuration version mismatch.
This matches the Dependabot configuration used in
cli/go-gh.
