Adjust resource type filter options

Summary

• Resource types are now Ghiduri și prezentări, Documente, Materiale video, Printabile, and Materiale Online/Social-media.
• The public filter shows those labels, and the same options are used when an admin adds a resource.
• Existing template rows become printables and material rows become online materials.

Test plan

• Open /ro/resources and confirm the Tip de resursă filter lists the five categories.
• In admin, confirm a new resource offers the same five types.
• php artisan test --compact tests/Feature/ResourceTypeFilterTest.php
