chore(fixtures): bump @pgpm fixtures to 0.46.0 and @constructive-db platform pins to current publish

Summary

Root pgpm.json fixture pins → today's publishes from constructive-io/pgpm-modules#130 and constructive-platform#29 (constructive-db a909a8a): all @pgpm/* 0.44.x → 0.46.0; @constructive-db/apps 7.2.0, catalog 6.3.0, routing 8.4.0, routing-platform 7.2.0.

Brings the ephemeral fixtures up to the shared-surface function_resolution.resolve_capabilities 7-arg signature, the billing_module credit-pack/provider-seam columns, and catalog.functions.access_channels/anonymous_callable. No test changes were needed — every seed.pgpm() consumer (server-test, graphile-function-bindings, playwright-test, pgsql-test, pglite-test, safegres) passes on the new modules.
