chore(constructive-pnpm-policy): refresh first-party inventory

[github-actions]

Automated refresh of the first-party inventory from the npm maintainer search.

This is an exemption list. Every name added here stops waiting out
minimumReleaseAge, so read the diff before merging: a name you do not
recognise means an account in maintainers: published something new.

The change regenerates packages/constructive-pnpm-policy/inventory.json, augmenting the package registry with full new owner scopes (@fbp/* and @wavegrid/*) as individual named entries alongside existing Constructive packages. JSON remains well-formed and ordering/duplication checks pass.
