A reference with a preceding (this is the term used by the constant expression wording) initialization, initialized to refer to a string literal hits the "otherwise" case that assumes a non-static data member.

AN: That looks more like an issue to me, rather than part of the editorial
review. I suppose the problem is the term "object" in "has not been initialized
with an object of static storage duration"? Hubert, it would be great if you
could suggest a wording fix here.
