docs: remove the table of contents and fix a warning block

The table of contents linked to #github-actions-try-cpp-linter-action, a heading that no longer exists. GitHub already shows an outline for every README, so this removes the list instead of fixing the entry.

The paragraph after the --jobs warning had no blank line before it, so GitHub rendered "Alternatively, …" inside the WARNING box. A blank line now ends the alert.
