Add changelog fragment to bump-vuln-deps workflow - #6664

Mirror the changelog fragment pattern from bump-go-toolchain.yml. The workflow now creates a .nextchanges/dependency-updates/ fragment after opening its PR. Since the workflow uses a fixed branch (auto/bump-vuln-deps) that re-runs daily, guard the commit step to be idempotent when the fragment already exists.
