Based on the review discussion, updated the
run-toolscript to improve tool execution outside the container by first checking for a locally installed tool and executing it when available. If local execution fails, a clearer error message is provided with guidance to use--strictfor the Bazel fallback; container-side execution remains unchanged.Closes #148
