Why
Missing usage buckets were rendered with the current plan limit, so upgrading a free organization could make its entire history look as if the paid limit had always applied.
ApplyBillingPlannow records only the previous month's outgoingMaxEventsPerMonthwhen the plan ID changes. It does not infer historical bonuses, recover limits from mutable plan configuration, backfill the full chart, or change the existing billing timestamp behavior. Unchanged maintenance calls remain unchanged and do not create an anchor.The organization view model performs response-only chart reconstruction. It carries known persisted limits between sparse buckets, uses the oldest known limit for earlier missing months, replaces legacy zero limits, and never creates history before the organization existed. Project chart history cannot predate either the organization or project.
No API contract changes are introduced.
