Normalise version tags in conda nightly build

Summary

This PR makes sure the version tag is normalised when building the nightly conda package

Motivation and Context

When making a release that has a dash in the tag (eg. v2.2-rc.1) then the nightly conda build fails because it is not an acceptable version name.
