Adds a `flutter.dev/to/site-redirects` tooling redirect to the docs site's `firebase.json` file. This redirect will allow us to update references to the `firebase.json` file and eventually move it (#13636).

Well, just in general there are SO many changes to the repo that it's much hard to find things now. At least for me. But I don't have specific concerns about moving this file. |

Moves the
firebase.jsonfile for the docs site from the root directory of the repository to thesites/docsdirectory to be consistent with the marketing site and avoid potential confusion.For future purposes, use
