Records the 2026-07-04 survey of existing Penrose tiling libraries (TS, Python, Go), the gap our engine fills (exact addressing, viewport enumeration, tested matching-rule decoration, the fold), and the repo structure we'd use if we extract: Go at the root, golden spec vectors shared across ports. Idea parked; this makes the decision durable.
