Mismatched CodeQL Action versions

Medium Severity

Only github/codeql-action/autobuild was bumped to 4.37.1, while init and analyze remain on 4.36.2. Those steps share a versioned config written by init, and the Action rejects mismatched versions, so the CodeQL job can fail after this partial update.
