The security-and-quality suite is also built-in and is already referenced as such on the workflow configuration options page and in a shared data reusable, but it had no entry of its own on this page.

This adds a security-and-quality section that mirrors the format of the existing security-extended section, and clarifies that only default and security-extended are available with default setup, since security-and-quality is available through advanced setup for code scanning.
