Measure the collapsed header to align pills, dates, and chevrons while preserving their position when summaries expand. Retain the stacked mobile layout and cover variable content and viewport sizes in Playwright.

Playwright checks short and multiline titles, long chamber names, empty and lengthy summaries, Initiative associations, centering, and stable expansion across desktop widths. Mobile checks cover 390, 768, and 1024 pixels.

Scope
Test fixtures are confined to the browser test with intercepted APIs. No runtime dummy data, backend changes, migrations, or production configuration changes.
