Re-targets the content of #89 onto main.

#89 was opened by CodeRabbit with base=fix/workflow-permissions-scalar-parse-error — a campaign branch — rather than main, and was merged there. That left two problems: the campaign PR (#88) silently stopped being the uniform one-line diff its commit message describes, and closing #88 would have stranded this work behind a PR page that already reads MERGED.

This PR carries that content unchanged (cherry-picked with -x, signed) so it can be reviewed and land on its own merits. #88 is reverted back to its one-line scope in a companion commit.
