Removing rust-ci.yml workflow since this repository has no Rust code (Cargo.toml not present). The reusable rust-ci-reusable.yml already guards itself by detecting Cargo.toml presence, but repos without Rust code shouldn't trigger unnecessary workflow runs.

📝 Summary

Summary by CodeRabbit

  • Chores
    • Removed the automated Rust continuous integration workflow for pushes and pull requests.
    • Updated security scanning workflows so repository credentials are not retained after checkout.
    • Restricted workflow access to read-only repository content where write access is unnecessary.
    • Limited write access to the signed-push smoke test job.
    • Added rulesets protecting tags and the default branch, including signed changes, required reviews, and status checks.

Walkthrough

The pull request updates GitHub Actions permissions, disables persisted Git credentials in two workflows, removes the Rust CI entry workflow, and adds branch and tag rulesets.

Changes

Repository security controls

Layer / File(s) Summary
Workflow access controls
.github/workflows/changelog.yml, .github/workflows/readme-derive.yml, .github/workflows/signed-push-smoke.yml
The workflows now use read-only contents access by default. The smoke job retains explicit contents write access.
Checkout credential controls
.github/workflows/codeql-reusable.yml, .github/workflows/hypatia-scan-reusable.yml
The checkout steps now set persist-credentials: false.
Repository rulesets
config/rulesets/Immutable-Tags.json, config/rulesets/Optimus-Branch.json
The new rulesets protect all tags and the default branch. They enforce signed changes, pull request approvals, status checks, and other branch and tag restrictions.
Remove Rust CI entry point
.github/workflows/rust-ci.yml
The workflow that triggered reusable Rust CI checks was deleted.

Changelog updates can fail, default-branch pull requests can become unmergeable, and unauthorized tag creation may be permitted. These repository-control issues should be corrected before merge.

🟡 Changes recommended

The Rust workflow removal overlooks existing Rust manifests, and a later Hypatia checkout still persists credentials.

Once you've addressed the issues Copilot identified, you can request another Copilot review.

Pull request overview

This PR removes the repository-level Rust CI workflow and hardens checkout credential handling in security workflows.

Changes:

  • Deletes .github/workflows/rust-ci.yml.
  • Disables persisted checkout credentials in Hypatia and CodeQL workflows.
File summaries
File Summary
.github/workflows/rust-ci.yml Removed, but existing Rust manifests require clarification or supported subdirectory configuration.
.github/workflows/hypatia-scan-reusable.yml Adds credential protection to the initial checkout; a later checkout still persists credentials.
.github/workflows/codeql-reusable.yml Disables checkout credential persistence.

.github/workflows/rust-ci.yml:1

  • This removal is based on the claim that the repository has no Cargo.toml, but the tree contains first-party manifests at inline-annotations/extractor/Cargo.toml, .verisimdb/ecosystem-ingest/Cargo.toml, k9-coordination-protocol/tools/k9-init/Cargo.toml, and hooks/playbook-to-recipe/Cargo.toml. Since this was the repository's only caller of rust-ci-reusable.yml, either keep/configure calls for the supported subdirectories or explicitly document that these Rust tools are intentionally excluded; the current premise is incorrect.

Grant contents: write to the changelog caller.

The caller invokes changelog-reusable.yml without mode, so it uses the default commit-back mode. That mode executes git push. The caller's contents: read permission limits the reusable job's effective token permission, so the push can fail when the generated changelog changes. Grant contents: write, or set mode: check-only when the workflow must remain read-only.

Set strict_required_status_checks_policy to false.

This active default-branch ruleset conflicts with the canonical ruleset and repository policy. Strict checks can force pull requests into BEHIND until they are rebased. The current .github/CODEOWNERS provides two owners for the catch-all and listed overrides, so no estate-wide coverage gap exists.
