Project Manager for Java should honor chat.disableAIFeatures

The Project Manager for Java pops up a dialog offering to use Copilot to upgrade JDK releases every time you open a Java project. It would be nice if that was either dependent on the Copilot extension being installed or conditional behind chat.disableAIFeatures so it developers aren't prompted to do something which could get them in hot water from a policy standpoint at organizations which restrict the use of AI-generated source code for legal reasons.

I keep getting prompted to install the 'GitHub Copilot modernization' extension, and I would appreciate it if there were a way to remove or disable these notifications. For users who don't use the paid version of GitHub Copilot or are mindful of their token usage, these constant prompts feel like spam.
