Agentic software factory Part 6: board-ops and issue-create skills; label taxonomy

Scope

• Adapt the Inspector's board-ops and issue-create skills (§6 of the doc).
• Board: Servers V2, Initial GitLab server version #43 only. Its fields are Status (Incoming, Todo, In Progress, In Review, Done) and Priority. (The Size field held no values and was deleted; see PR docs: agentic software factory inception (docs/agent-guidance-inception.md) #4861.)
• The board's IDs live only in board-ops, and option IDs are resolved by name at run time. The Adopt AGENTS.md (with CLAUDE.md pointer) modeled on the inspector repo #4473 ID table is incomplete: it lacks Incoming and Priority.
• Copy the option-deletion hazard and its recovery verbatim.
• Create the missing chore type label.
• The create flow applies labels (v2 + exactly one type + server-<name> scope where relevant), sets the milestone to the nearest due v2.x, and boards the issue in Todo with a Priority.

Acceptance criteria

• An issue filed through the skill ends up with labels, milestone, card, Status and Priority, shown by a query in the PR.
• Both skills carry eval cases that pass the threshold.
• The skills index in AGENTS.md is updated.
• If this is the first skill PR to merge, remove Part 3's empty-skills bootstrap allowance from verify:skills.

Targets v2/main. Closes #N won't auto-close an issue on a non-default branch, so close this one by hand on merge and move the card to Done.
