INT-904: Publish cask through shared action

Summary

• stop GoReleaser from pushing the cask directly to the tap
• render the cask with skip_upload and publish it through the shared Homebrew action
• emit the current install-step run DSL in the source configuration

Verification

• goreleaser check
• actionlint .github/workflows/release.yml
• goreleaser release --snapshot --clean (includes go test ./...)
• generated cask passes the shared normalizer and Homebrew Cask/InstallSteps style check

Merge the open-cli-collective/.github INT-904 PR and advance the shared action's v1 tag before marking this ready.
