Release breaking OpenCloud CLI v2 SDK contract

Summary

• make manifest schema 2 and SDK 1.0 the only app contract
• generate the stable opencloud singleton starter and canonical SDK inspection output
• remove partial local verification commands in favor of app verify
• sync exact platform contract, SDK, bundler, and typed-client snapshots
