Fix msys2 clang64: move -std=gnu++17 from CFLAGS to CXXFLAGS - #8556

C files (e.g. ofxKinect libfreenect audio.c) fail with clang 15+ when -std=gnu++17 is passed via PLATFORM_CFLAGS -> CC. Move the C++ standard to PLATFORM_CXXFLAGS so CC only gets -DUNICODE and C++ gets the standard.

Move the C++ standard to PLATFORM_CXXFLAGS so CC only gets -DUNICODE and C++ gets the standard.
Fixes clang64 error: invalid argument '-std=gnu++17' not allowed with 'C' (seen on 8533 60ca033).
Split from #8533 OpenGLES 3.1 to land independently.
